RTI
Penalty for denial of information
The Complainant sought ‘certified copy of the selection process and
educational qualification of candidates of spoken English who were
selected on contract basis’ and related information. The PIO claimed
that he does not understand the term ‘spoken English’. The Commission
noted that the Primary Teacher, who represented the PIO during the
hearing, understands the term spoken English and is able to understand
what information the Complainant is seeking. The PIO submitted that in
the RTI application, the term ‘Spoken English’ has been mentioned
instead of ‘spoken English teacher’, hence he had requested the
Appellant to re-send the RTI application and to use the appropriate
terms. Under the provisions of Section 20 (1), the Commission imposed
a penalty on the PIO (Principal) of Rs. 25000/ to be recovered at the
rate of Rs. 5000/ per month from his salary.

Comments
The PIO should avoid denial of information on flimsy technical grounds
which can later lead to imposition of penalty.  If higher authorities
are persuading the PIO not to reply to RTI queries, the responsibility
for any action or inaction lies with the PIO.

Aaj Ki Aawaz
The Punjab AG has shot down the ‘vendetta cases being withdrawn’ idea after all!!
'Interfering in Judiciary’s domain is not such a good idea’ is his call!!

Junior Badal is prone to such ideas but this one bordered on madness!!
Now in Junior’s Camp after AG’s advice there is sadness!!

Junior is worried about the scenario post the next State Election!!
Because he knows in the next election Akali – BJP face rejection!!

He has nightmares of Amrinder in a Punjab Cop’s uniform chasing him!
And he gets up with a jolt and runs into his personal gym!!

There he thinks of ideas and runs on the treadmill!!!
And usually ends up taking a pain killer pill!!

Though there are rumors that he and Amrinder have ‘settled matters’!!!
They only do noora kushti saying they will rip each other to tatters!!

Balsahib is one ‘thaali ka baingan’…. keeps changing his stance!!
He should appoint ‘a reminder’ so that on his past statements he can glance!

Before making a new one 'the reminder' should remind him of the one’s he’s made!
Because the same Bachchan he praised yesterday a month back he had flayed!!

Speaking of Bachchan his wifey Jaya held a ‘Meet the Press’!!
And I’m sure all understood her statement ‘falling in love does gives stress’!!

As per her logic to avoid stress girls should not marry!!!
Questions on why she felt so she did parry!!

She also did not answer questions on why Bachchans and Gandhis fell apart!
And indicated the friendship cannot restart!!!

She said she was the real bread winner in the family and she made the bread!!
She meant the bread which her family she fed!!

The general opinion was ‘please tell her to stay at home and supply bread’!!
Because her getting a re-nomination for RS we all dread!!

Modi’s appeared in front of the SIT and he answered SIT’s sixty plus questionnaire!
And by the looks of it pretty good he did fare!!

In Delhi Sajjan appeared before the Court and questioned its jurisdiction!!
Case will meander for years is my prediction!!

And Mohna says in a Democracy Justice is a must!!!
Mohna Ji you know how Congress has made people loose in Justice their trust?

Very soon in India all education seats and jobs will be reserved!!
That is because towards serving political ambitions reservation has swerved!

Merit will not be a criteria any more!!!
Education seats and jobs will be given on reservation’s jorr!!

Those who cannot wrangle reservation seats or jobs will go overseas!!
Merit as a yardstick will cease!

Even those who have benefited from reservation and have merit will emigrate!!
And talent will literally ‘walk out of the gate’!!

Confucius says…… a Society that does not value and award merit ultimately becomes a laggard!!
One has to give merit its importance and due regard!!

Flash…. Bachchan Jr., posters were removed from the Earth Hour Event !!
After this total ballistic Papa Bachchan went!!

He says this was done at the behest of Congress and BJP’s gone a step ahead!
‘This is the start of another Emergency’ Jawdekar said!

Jawdekar did not say anything on Shiv Sena’s emergency in Mumbai City!
For non Maharashtrians Sena has no pity!!

BJP’s duality sure does sicken!!
And seems after Ghadkari's taken over BJP's got filmy and totally start stricken!!

Commonwealth games 2010!
We are still colonial in our outlook is all that's proven once again when we hear about the blame game in the face of the Commonwealth games! Present is witness to it and future shall prove to be the same if the Engineering fraternity as a whole does not respond to this identity crisis in our country. If we cannot be awarded for all the good work shouldered, we are not to be punished for the failures.

Kudos for raising the voice of Engg. Professionals

Kudos for raising the voice of the Engineering Professionals of the country. What we miss to see is the ATR on mismanagement of many Govt. establishments/ Institutions which are in the red or closed now AND which were at one time headed by the Blue Eyed Boys of the Elite Services. I can remember the fate of Super Bazar & DTC of Delhi. The readers will be able to identify many more such cases across the country. Our country is perhaps yet to acknowledge the contribution of the Engineers, which affect the daily life of a common man at every step. Wish the voice is heard in the right quarters!

Commonwealth games2010...bureaucracy plays it again!
It is a fact that on and off Engineers have been coroneted with the crowns for failures as the success is destined for the bureaucrats as the fundamental law of justice!
It does not surprise any of us any further that the credit and acclamation for any infrastructure breakthroughs like the ones in Bihar also goes to the bureaucrats
though the engineers are striving day and night for the same. We have just remained responsible for targets or failures ...the success can never be owned by us!

Why Government considers them superior ?
Why does the Government consider the IAAS, IPoS, IRTS, IRS (Customs) and IRS(Income tax) unworthy of getting what the IPS and the Indian Forest Service (not recruited through the Civil Service Exam but recruited through an exam which is limited to only science graduates and hence limited competition)are getting? Many an officer in the IRS did not opt for the IPS. Anyway, why should there be blatant discrimination with the "Central" Services when they are recruited through the same exam especially since 1979 since when the exam and the number of papers is the same and more so since 1994 when half the officers in the IAS have ranks lower than half the officers in the IPS and the IRS? What is sacrosanct about the "All India" Services (except that the IAS tries to create an artificial boundary between itself and the rest- which it cannot create any more so it has created an AIS instead of IAS!). The "Central" Services should get what the IAS is getting. Period. Moreover since this Brahmanism can not end otherwise, there should be a quota in Central Staffing (which are open posts for all, but are almost exclusively manned by the IAS in practice in violation of all Rules) for the IPS and Central Services for posts of Joint Secretary and above. Without that, justice will never be done to the Other Backward Services(OBS- non IAS services).

Appoint CAs to increase revenue
Chartered Accountants (CA) should have a job opportunity in revenue services in government department. Many experienced CAs aged between 30 to 35 years have great practical experience as well as professional knowledge which can serve better for the government to increase revenue. CA having 6 to 10 years of expertise in private sector or in practice have more knowledge than a IRS appointed in Revenue department.

Sarcasm
Arjun Malik has a great sense of humour or shall we say sarcasm when he praises Bhide.
Satish Kumar

Bhide’s contribution is unparallel
Bhide's contribution to lowering the morale of IRS, denying the revenue officers proper scale in pay commission implementation is unparallel. The way he used to talk to officers in the meetings only showed his arrogance.
