'Mamta matters in Government matters'

"The government means business". The mild-mannered Manmohan exhibited his aggressiveness by denying any sort of political paralysis on part of his government.

The review meeting on infrastructure called by Dr. Manmohan Singh on Wednesday grabbed attention also because it signaled the tensioning terms between the Congress and TMC. Absence of Union Railway Minister Mukul Roy from the crucial meeting raised questions and highlighted the importance of Mamta and her TMC for Manmohan government. The meeting assumed significance also because it took place in the wake of price inflation, economic slowdown, Team Anna's activism and government's criticism in CWC meetings.

Taking a look back; the Congress Working Committee had criticized the govt. for economic slowdown (hurting its electoral prospects) and had suggested to take stringent economic decisions without bowing down to its allies.

But ironically, the increasing pressure on PM for economic growth makes Mamta more important for the government than earlier. It was Mamta (populist out of compulsion) who had stopped govt. in taking major decision in the Union Budget and later on became instrumental into blocking the FDI in multi-brand retail and aviation sector.

It goes against Mamta's tastes when the government asserts on FDI and PPP as mandatory measures for growth. The Congress must have calculated the price and risk factor well. Before venturing into giving (capital intensive) infrastructural push to the Indian economy Dr. Manmohan's political acumen must have calculated 'How much Mamta matters in govt.'s matter'.

Why is empanelment of IRS officers as Jt Secry, delayed?

Why is it that the empanelment of IRS (Customs and Central Excise) officers as Joint Secretary to Government of India under Central Staffing Scheme is so badly delayed? Is it due to the designs of the CSS or the deliberate strategy of the IAS to hog all posts though the posts under central staffing are open to all organised Group A services? This issue has to be addressed and all officers of all Services empanelled on time.

Kindly remember very few were concerned about force. Many of them had not even commanded à coy of armed police. Three are only a few like Nachel Sandhu, Girish c Sharma, Zaved Akhtar, who are worth being considered good for the centre.



Can the reasons for suspension be sought under RTI?

The appellant filed an application under the Right to Information (RTI) Act raising some questions about the validity of the bank's action in suspending him from service while not suspending another officer. The Public Information Officer (PIO) replied that the queries did not amount to information. The Central Information Commission (CIC) noted that the appellant wanted to know the reasons for placing him under suspension and not some other officer. Holding that these reasons can be easily found in the relevant file noting, the Commission directed the PIO to provide the photocopies of all file noting and other correspondence, relating to the decision of the competent authority for suspending him from service. The Commission also asked the PIO to provide him with the copies of the relevant file noting in respect of the other officer named by the appellant in his RTI application if there is any such noting available in any file.


With the advent of the RTI Act, many of the files marked as "confidential" are now coming out of the closet. Denial of information can now be done only as per section 8 or 9 of the RTI Act.
