Next CS ?, an acid test for Vasundhara

Vasundharas' toughest decision - Reward and consolidate the vote bank or succumb to the coterie in appointing the state's next Chief Secretary?
As the term of the incumbent Chief Secretary -RK Nayar comes to an end , the state's bureaucracy is claiming that in appointing her next Chief Secretary, the Maharani will prove if indeed she is politically astute or (as rumoured) in the grips of a coterie.
The fact that gives rise to this sense of expectancy is vote bank pressures.
Vasundhara (and the BJP ) came to power with a record majority last year, thanks to a massive shift in votes from the OBC communities and most predominantly from the numerically preponderant and widespread Jat community. This well networked and politically conscious community expects that Jagesh Pal Singh of 1972 batch will become the state's first OBC -Jat Chief Secretary. He is the senior most Jat IAS officer in the state and enjoys an impeccable reputation, non-controversial persona and outstanding track record. Singh has been away at the center and is likely to get promoted as Secretary Government of India very shortly
The CM's powerful coterie of bureaucrats and political allies is from Vaisya and Kayastha communities and they have their own leading candidates : - Anil K Vaisya (1970 batch) and D.C. Samanth (1972 batch) respectively. Infact, Samanth is at present, Secretary of the newly constituted CMO. He has been in two different assignments with Vasundhara.
Thus, Vasundhara needs to evaluate her deck of cards very carefully. If she ignores the claims of Jagesh Pal Singh , she will alienate the massive Jat and OBC vote bank, she will further get branded as anti farmer and in doing this make her coterie more powerful. On the other hand in elevating Samanth, she will get her key man in the top civil servant's position having no caste base of his own. Vaisya is rated as a pure lobby supported candidate. His fortunes depend solely on the lobby's influence .
As a self confessed newly minted CM taking a 'crash course ' Vasundhara will need to weigh her political benefits and administrative pros/cons carefully . If she seeks to enhance the comfort of a definite and dedicated vote bank she needs to plan now.
Her recent move to appoint a Sikh officer A.S. Gill despite being relatively junior was a display of political wisdom. She now needs to be equally sagacious in her choice of Chief Secretary.
As recent events in North West Rajasthan, where the farmers are agitating violently against the Government's apathy, have proven this promises to be an interesting space to watch…….
