FORUM CAG and IA &AS Problem of governance today is fundamentally the problem of accountability or rather lack of it. As IA&AS we are privy to this systemic defect on day to day basis. CAG conducts audit of various government bodies and each audit report points to serious system defects. Further it goes through a rigorous qualitative test within the IA&AD. Requirements of evidence for every report are far more stringent than that of a court of law. But what happens to these reports is highly demoralizing as most serious of audit observations are dealt with total disdain by the executive. Worst fate is of those observations which find place in the CAG's report to the legislature where they are supposed to be discussed by PAC/COPU. These two legislative bodies have practically become defunct as most of the time they even struggle to hold meetings due to lack of quorum. Even when they meet legislators are more interested in discussing there own issues with the executive than the audit observation concerned. Resultantly a lot of serious observations of audit are facing the dust of government record rooms and the efforts of a whole department literally yields no results. There is hardly any discussion in any forum to revive the institution of CAG and increasing its effectiveness. we in IA&AS continue to live with a hope that one day things would change and our efforts would reach to their logical end. Sources in the corridors of power tell that CBDT is showing utter disregard to the directions of the Finance Minister to promote 1998 batch IRS officers to JCIT Grade. Is the FM aware? S Khanna Second Class Citizens in Armed forces We heard about Indians being treated as second class citizens on foreign shores. But never experienced as second class citizens in our own country. If one wants to give it a try, one should be a civilian posted in the Armed Forces or among defence officers in Army HQs. They are discriminated against in all matters by the uniformed officers. In the name of security, they know best how to breach it. They bring cell phones shoved in their socks, pen drives that are not permitted, and ever ready to indulge in corrupt practices and irregular and uncalled for expenditures on almost every sphere of their work. Most of the times they do not know their jobs which the civilian are best suited for and they have only at best theoretical knowledge. They have just managed to grab these posts so that they can be posted in peace stations, particularly Delhi. Even in peace stations, they want all facilities to the exclusion of civilians, eg liquor. Liquor is understood in difficult cold terrains but what is its utility in peace stations. How then are defence officers different compared to civilian officers in peace stations doing similar job or jobs meant for civilian specialist officers? They are virtually selling their motherland and passing on country's secrets to big businessmen or industrialists in the name of consultancy services. One such instance is automation projects awarded to Tata's and almost all classified information handed over to them in the name of the project under the very nose of MoD. Not to mention that the top bosses are either hand in glove or in deep slumber. I hope someone will definitely take notice of this and take urgent steps to rectify the situation. Perhaps it is too late now. I urge you Sir to bring this piece to the notice of the top bureaucrats/ National Security Adviser for suitable remedial actions. The Hyde Act, the 123 Agreement and the draft Safeguard Agreement contain series of time bombs which will be triggered by USA as and when it is convenient to them. It is a real tragedy to see a democratic country mortgaging itself to capitalist power of the world for the gain of few who are likely to benefited personally by the deal. Annual general check up from government side would be another welcome step. I feel we the employees of Government of India should be more considerate towards our subordinates. Now a days situation is such that a secretary won't talk to directors and a joint secretary won't talk to a deputy secretary. Senior officers don't talk to officers two ranks below. We all must adopt friendly approach. After all, we all are servants of GoI. I think that we are a human first and officers later. We are human beings all through our lives and officers only in our offices. Soon a day comes when we are officers no more. So it is always better to show our human face. Pramod Kumar Sharma Is CBDT doing a fine job? Letter F.No. 35015/65A/2006-Ad.VI contains the May 2008 a final consolidated Transfer /Placement Policy. This implies that nothing else needs to be read into the policy. As per para 5.3.2 a posting period of 16 years in a CCIT(CCA) Region shall be counted as a 'cycle'. However in Mumbai and Delhi CCIT(CCA) Region one cycle will be of 8 years. As per para 5.3.3 an officer shall not serve for more than one cycle in a CCIT(CCA) Region during his entire service up to and including the rank of Commissioner. Illustration 2. An officer shall not serve for more than 8 years in CCIT(CCA) Mumbai Region." But in the implementation of this policy, scores of officers who are staying much beyond 8 years total in their career in Delhi and are hiding under the proviso of maximum stay of 22 years in 'A' stations but this is only an overall proviso and has no application to Delhi and the rule of 8 years in whole career applies in case of Delhi or Mumbai. Neither does the policy say that the 8 years should be at a stretch. Surely this merits a fresh examination by Chairman CBDT /Revenue Secretary. Rakesh Why orders on July 18 ? Whispers say that Prime Minister is going for a re-shuffle of the Cabinet on 19th July. Is that the reason why CBDT is trying to rush and issue orders of Commissioners by 18th July. Sounds like the ill timed letter of PMO forwarding letter of an MP on 8th July the day the CPM withdrew support. Rajiv Subordinate Service officers This is a feedback on the whisper written Mr. MN Tiwari about subordinate services. " It is no doubt that subordinate service Officers in different Departments are not properly getting reward for their services and efforts. Not only the Central Secretariat, but all the subordinate cadre officers should be promoted in a time bound manner. So that if a person has rendered 20 years service in subordinate cadre, he should reach to a recognised Gp-A Cadre before his/her retirement. It will be a really appreciable approach by DOPT." A K Banerjee Pathetic conditions of CGHS Dispensary I fully agree with what Bhimani and VS had to say about the pathetic condition of CGHS Dispensaries. May be my experience with the CGHS Dispensary may be like a drop in the ocean, but still I would like to share my experience with all of you. I was working in Directorate General of Health Services some time back. At that time one could avail Medical Leave only if it was taken from a CGHS recognized Dispensary even for non-gazetted official. Some person (i would'nt like to name him) who was then working in CGHS Section told me that he knew someone in Ashok Vihar Dispensary, who could help me get the medical whenever I needed. He told me to go and meet that person personally. Also he gave me a list of medicines which he required for his mother which included Asthalin Inhaler alongwith other medicines. I went to the Dispensary just to meet the concerned person and he assured me that he would help me get the medical as and when required by me, when I told him that such and such person had sent me. I also gave him the list of medicines which he gave instantly and that included Asthalin Inhaler. After that I never went to the Dispensary. After 3-4 years, I went to the same dispensary. First they refused to refer me to St. Stephens Hospital, which was under CGHS panel saying that routine check-ups can be done at the Dispensary itself. On my persuasion, they referred me to the Hospital, very unwillingly. In the meantime, I had a sever attack of asthama. I immediately rushed to the Dispensary. They asked me to take Asthalin inhaler, but it was not available in the dispensary at that time. I gave that for indenting. Then, the doctor asked me to go the hospital for further treatment. The doctor in the Stephen Hospital prescribed another inhaler alongwith Asthalin and asked me not to take Asthalin tablet as it could affect the child. I got the Inhaler after 4 days. Till then, I was forced to eat Asthalin tablet. At that time I remembered the incident when the person in the Dispensary had given Asthalin Inhaler just on the request of the person who was working in the CGHS section, but when i needed it the most, I could not get it from the Dispensary. This was just my case. One often sees aged persons who cannot even stand properly, are heart patients and have to rely on medicines regularly, standing in long long queues waiting for their routine medicines to be indented. Now another problem has been added, that is computerisation. Doctors instead of giving prescriptions, are now seeing fumbling with the computers to look for the available medicines. Its better to get oneself checked from a private doctor rather that wait in long queues for the doctors who look like less doctors more like computer operators. Even if u r fortunate enough to get the medicine, do take a thorough look at the expiry dates. These will be the medicines which are nearing the expiry dates. Sometime back we heard that Government is thinking of closing these dispensaries. But somehow some vested interests wouldn't let this happen. To sum up 2 things are very clear: 1. Never go to a CGHS dispensary in an emergency 2. You will get the maximum benefit of the Dispensary when there is no emergency Vandana Close down CGHS dispensaries It is high time we closed down the CGHS dispensaries. They are good only for senior IAS and politicians. We do not either proper attention or medicines. It is a punishment to visit a dispensary. The staff do not care and the time consumed in the dispensary is alarming. Govt. should shut down these white elephants at once. Those who are ill should be allowed treatment from any hospital and payments should be made to the hospitals only. Severe penalties should be imposed on both the hospitals and babus if they misuse the facilities. No reimbursement should be given to employees and minor bills should not be allowed for reimbursements. Let the Govt. think seriously on this and ask the CGHS employees to serve in govt. hospitals. Save govt. money and time. It is high time we do something seriously about it. It will benefit both the govt. and the babu as well. Ajay Pathetic Condition of Dispensary No. 70 at Faridabad. The dispensary No. 70 located at Faridabad may be termed as a female kingdom. It is all women clinic. There is no male doctor posted in the dispensary and the male patient has to hesitate for taking treatment especially for verenal diseases. A lady doctor named Dr. Bharati Jaswal is a dump and she never cares of the patient, she uses the tactic of prescribing wrong medicines so that the patient never comes to her again. She uses her influence in the press to suppress all the complaints against her and continues to enjoy her posting. The system of issuing indented medicine is really rotten. The CMO (I/C) unlike other dispensary will not prescribe "referred to any CGHS recoginised Hospital" instead she will tie the hands of the patients to give a specific request, this was stared by the erstwhile CMO(I/C) Dr. (Mrs.) Rajani Tussu and continued by her successor. BSNL also plays a major role in the mismanagement of the clinic by providing very poor internet connection to the clinic, which will hang atleast thrice a day. Even the recent visit by AD(SZ) did not bring any positive change in the dispensary. AD(SZ) has promised for an additional doctor, which he has not done so far. Being a CGHS beneficary in NCR particularly Faridabad is really a curse. I hope Dr. A. Ramdoss has since completed his fight with erstwhile AIIMS chief will concentrate on the plight of CGHS dispensaries in India. Swaminathan Nagarajan CGHS affair: The situation in CGHS dispensaries is pathetic. Getting the medicine indented takes 3-5 days that too, dose of alternate/local medicines is given. At bigger hospitals like Dr RML or Safdarjang Hospital, patients are being seen by either Junior Doctors or by these Medical Officers/SMO/CMOs with no consultations from specialists. It is rare that one get to see Specialists. No names & designation are displayed outside the rooms and one is at mercy of the MO/SMOs/CMOs who are supposed to be posted at CGHS dispensaries. This indenting business should be closed and medicines prescribed by specialists from AIIMS/Safdarjang/RML could be directly taken by the beneficiaries from authorized shops.
