"Is it the failure of the Government?"

It is a real pathetic situation that the future of a good hardworking IPS officer lies in the hands of biased Government. Ironically, our Force had not seen any such Officer till date who would devote maximum possible time of a day, even on GH, without caring for personal and family life. His principle is that everyone should contribute something new to the Force. Force might have got additional Battalions during some of the Director Generals. But can any one single DG able to claim that he had done justice by raising the standards of the rank and file? No. But he is. He took great care for insulating the Jawans from hardships. He established Transit Camp at New Delhi Railway Station for the countless Jawans travelling from the troublesome northern State including J&K to various parts of India. Otherwise they would have languished at the Platforms with their precious articles including Government Stores. He established MT part opposite CGO Complex for the government vehicles which would otherwise lie unattended in and around JLN Stadium increasing the threat to the lives of Jawans due to the threat of planting of bombs inside these vehicles. He is the only DG who travelled on a 5 tonner vehicle to understand the plight of Jawans in Leh and Ladakh area to inspect a border post. His endeavour to modernize the Force with state of the art of weapons and accessories is commendable which in normal case no DG has ever done. Whatever bad has happened was only because of the misadventure on the part of the personnel inspite of clear cut Standard Operating procedures. The only bad thing he might have been doing is that he is not dancing to the tune of (influential) powers of the corridors and their political bosses to achieve their whimsical goals. It is the sheer bad luck of the Force that such news are emanating and I strongly believe that the Force would see new heights if he is allowed to serve this Force for the remaining period of his great service to the Nation.

In theory, there is no question of chances for the CS post as either it should go by seniority or by the preferences of the chief minister who can overlook as many as 8 to 10 persons without any infringement of any rules. Mismanagement at NASA is a symptom of larger mismanagement

The Lal Bahadur Shastri National Academy of Administration, Mussoorie, is the apex training institution in the country for senior members of the Civil Services in India. The vision of the Academy is to promote good governance, by providing quality training for building a professional and responsive civil service in a caring, ethical and transparent framework. If the National Academy of Statistical Administration (NASA, Greater Noida, MOSPI), has been built on the model of LBSNAA, Mussoorie, it should be apex training institution for Statistical Knowledge and Statistical Skills in the country for senior members of all Group A services. The vision of the Academy should be to promote good governance, by providing quality training for building a professional base for informed decision making in a caring, ethical and transparent framework. Unfortunately, this is beyond the comprehension of the present management.
It is unfortunate to see that the statistical system under the guidance of the National Statistical Commission (NSC) has been reduced to a directionless free for all system. Even the GDP fiasco has failed to shake it.

Bureaucrats should accept reality

Yesterday there was an all party meeting held on Kashmir situation. Is this a political problem or a military problem? For political one, I do not have much to say but if we see it from security force angle than BSF should have been continued there instead of withdrawing them in 2006 onwards. That was a very serious mistake in government decision. BSF is the only factor missing from Kashmir issue as of now, rest others are continuing since beginning. Political and bureaucratic authorities have to accept this reality and do the needful overall review.
