About half a dozen Additional Secretary level officers to be repatriated
?
Grapevine has it that about half a dozen 1984 and 1985 batch IAS officers
are being repatriated to their respective cadres. They are all Additional
Secretary level officers.
Empanelment of 1984 batch IAS officers this week ?
Empanelment of 1984 batch IAS officers to the rank of Secretary in the
Government of India is expected to take place this week. Over 20 IAS
officers are likely to figure in the list.
Who will be new Chief Secretary of Assam ? (2) Rajiv Yadav
Next Senior most IAS officer of Assam cadre Rajiv Yadav may go back
to the state as CS if given a chance. He was Sports Secretary in GoI
when the CM of Assam was Sports and Youth Affairs Minister in the NDA
govt. This is a strong point which could go in Yadav's favour. But if
he is appointed CS, he will be there only for five months because of
his retirement next year in January.
CS Day; 2345 entries received
This year's Civil Services awards will be based primarily on excellence
in implementation of five priority programmes of Government of India.
Of the 2,345 entries received for the awards 1515 have been received
from 599 districts under the priority programmes category and 830 from
various organizations and Government agencies under innovation category.

to Dr. Anoop Kumar Mittal, Chairman-cum-Managing Director, NBCC (India)
Ltd. on April 11, 2017. The Award was conferred during the Public Sector
Day celebration 2017, organized jointly by Deptt. of Public Enterprises,
Govt. of India and Standing Conference of Public Enterprises and held
at Vigyan Bhawan, New Delhi. The other distinguished guests present
on the occasion included S/Shri Anant G. Geete, Minister of HI&PE;
Babul Supriyo, Minister of State for HI&PE; Smt. Seema Bahuguna,
IAS, Secretary, Deptt. of Public Enterprises and others.
It may be mentioned that the SCOPE Excellence Awards are given away
annually to the performing organizations and individual CEOs and others
for their excellence in performance and contribution towards the growth
of the Company as well as the Nation at large. As far as Dr. Mittal
is concerned, it is worth mentioning that since his taking over the
charge of NBCC in 2013, the company has made a behemothic rise in its

two mid-segment housing projects are on the verge of completion in Gurugram.
Also, in the process of augmenting the housing stock in the country
Dr. Mittal'svision of vertical expansion of cities through redevelopment
has caught the imagination of many stakeholders. NBCC through Ministry
of Urban Development (MoUD), has developed a unique financial model
for redevelopment of old dilapidated Govt colonies by exploiting commercial
built up area in order to make the projects self-sustaining with no
financial burden on the exchequer. Consequent to the tremendous success
of redevelopment of GPRA at New Moti Bagh, Delhi, implemented under
this model followed by Rs. 5000crores Redevelopment project at Kidwai
Nagar (East), Delhi, Dr. Mittal carried the initiative further which
has resulted in MoUD deciding to redevelop 7 colonies in Delhi - Sarojini
Nagar, Netaji Nagar, Nauroji Nagar, Mohammadpur, Kasturba Nagar, Sriniwaspuri
and Thyagraj Nagar at a total cost of 32000 Crores through NBCC and
CPWD. Ministry of Health has also plannedredevelopment of its AIIMS
colonies on self-revenue generation model of NBCCat Ayurvigyan Nagar
and Ansari Nagar at an approx cost of 4500 Crores. In order to lead
by example, Dr. Mittal is now taking the initiative further forward
implementing the same model of redevelopment in other States PAN India.
During the regime of Dr. Mittal, NBCC has taken significant initiatives
towards adoption of new technologies and entered into MOUs/ partnershipswith
foreign companies in South Korea, Russia, Hungary, United Kingdom, United
States, Oman, Malaysia, Turkey and Bangladesh. It may also be mentioned
in the context that there has been a tremendous boost in project export
initiatives by the Company under the leadership of the Dr. Mittal. The
Company has now a substantial presence in countries like Turkey, Botswana,
Maldives, Oman and Mauritius.
Dr. Mittal has also been responsible for bringing in revolutionary changes
in the different spheres of operations of the company. His long term
vision towards efficient management of the Company's operation has led
to setting up of various subsidiaries to deal with the separate business
verticals such as Maintenance and Operations, Engineering & Consultancy,
Overseas operations and Environment & Energy sector. Under his bold
leadership,NBCC has also volunteered to take over Hindustan Steel Works
Construction Ltd.(HSCL), a PSU under the Ministry of Steel, which Dr.
Mittal considered as a strategic move to add a new business vertical
to further improve upon NBCC's operational excellence.
A multi-tasker in his approach through and through, Dr.Mittal has never
been found wanting in any front. The Company under his directives, introduced
online APAR systems for the first time which has reduced complaints/RTIs
in the company by almost 90%. That apart, NBCC also brought in various
other HR practices such as implementation of paperless office, fast-track
promotion policy, employee excellence awards, recruitment through written
tests and many others, . Similarly, the process of tendering and award
of works were made online and dispute redressal mechanism was adopted
to minimize conflicts and litigation in the Company. All these proactive
initiatives by Dr. Mittal resulted in paradigm shift in the overall
working, pacing the growth ladder of the Company faster.

an IRAS officer.

The Bangladesh India Friendship Power Company (Pvt.) Limited (BIFPCL),
a 50:50 Joint Venture Company between NTPC Limited and Bangladesh Power
Development Board (BPDB) has achieved Financial Closure on April 10,
2017 to set up 1320 MW (2 x 660 MW) Coal based Maitree Super Thermal
Power Project at Rampal in Bagerhat District of Khulna division, Bangladesh.
An agreement was signed with Indian Exim Bank to provide loan up to
USD 1.6 Billion for financing this project.

Madam Aarti Khosla has commented very well regarding misbehaviour of
MP with Air India official. MP should rather apologise from the Air
India official not from Parliament. This has demorlalised the staff
of Air India and encouragement to other MPs for repeating the same type
of behaviour with employees of other Government organisations.

Political will must for reforms
As long as there is lack of political will in the country, the reforms
cannot be implemented. Further, the feudalistic attitude of the Bureaucrats
is also a hindrance. Right from time you enter the office all your mind
should be devoted to government work and nothing else. The bosses should
not tell their subordinates to seek time to enter their rooms. It is
only the Visitors who are required to seek appointments. The best way
to implement reforms, which is transparent and accountable, in e-Governance
in all areas and digitization of all government records. The bosses
should also shed with the habit of writing 'please speak' on files which
they have delayed in dealing. Further, the judiciary and legislature
should agree to implement the recommendations contained in the 4th report
of second administrative reforms entitled 'Ethics in Governance'.

Information regarding TEP filed with the Investigation wing
of Income Tax
The Complainant stated that he had sought information regarding
a Tax Evasion Petition (TEP) filed by him on 23.04.2015 and satisfactory
information was not provided to him, till date. It was further
submitted that in respect of a matrimonial dispute being contested
in the Court, he required the said information. The PIO informed
that the DG (Inv.) is been included in the Second Schedule to
RTI Act, 2005, to which RTI Act does not apply. The CIC held that
the broad outcome of the investigation should be disclosed to
the Complainant as soon as the investigation is completed.
Comments
The CIC has consistently held that the complainant has a right
to know as to whether the information provided by him was found
to be true or false.
