There are chances that 1982 batch IAS officer Jai Priye Prakash may be asked to return to the parent cadre from central deputation. If his services are not asked for cadre then he may succeed Secretary (Personnel) in the Government of India B P Sharma in July.

29 DRMs appointed


Indian Railways have appointed 29 new DRMs at various Divisions. Newly appointed DRMs belong to 8 Railway services. Maximum 8 DRMs belong to IRSE, 7 posts goes to IRSME officers, 5 posts to IRTS officers,3 are from IRSSE, 2 each goes to IRAS and IRSS, IRPS and IRSEE officers got one- one DRM posts.

SAIL Chairman dedicates 'Shilpangan' to society

P K Singh, Chairman, SAIL dedicated 'Shilpangan' - a skill development center at DSP Steel Township to the society. The center has been developed under Durgapur Steel Plant's CSR scheme for imparting skill based training to the underprivileged section of the society. 'Shilpangan' offers various skill development training programs in the same campus. The center has facilities like silk yarn reeling & spinning, vocational training in computer hardware, software, mobile repairing, fabrication including welding, gas cutting, electrician courses, air conditioning and refrigeration unit repair, dress making and garment design, beautician and advanced beautician courses, gunny bags making. Many of the products of this center are being purchased by Durgapur Steel Plant for their requirements. The center has 3 sub-centers, which provide training for unarmed security guards and general duty attendants. These trainings are provided under Pradhan Mantri Kaushal Vikash Yojna (PMKVY) and the certificates are issued by the National Skill Development Council (NSDC). The center also provides training for path lab technicians, ECG technicians and also for physiotherapy. During 2016-17, 846 persons, including more than 200 women were trained in the center. In this year, around 1000 persons will be trained. The center will play an important role in skill development initiatives in this region. "This is the minimum that SAIL can do for the society, particularly for the underprivileged, as a part of our CSR activities" said Singh while interacting with the officials present. Chairman SAIL also planted a sapling at the campus which heralded the beginning of plantation of 1 million trees that SAIL has committed for the year 2017-18 all across the country. Each unit of SAIL has been given a target for tree plantation as a part of their overall performance targets. "We must exceed our tree plantation targets during the year 2017-18 as a part of our GO-GREEN initiative" said Singh.

Do away with stamp paper Act and check corruption

In Uttar Pradesh a lot of corruption could be done away with, if we abolish stamp paper act for registration of properties, paying of property tax etc. The stamp paper may have come into being at a time there was not much of banking system in the country. Now we have banks and the applicants of registration of properties should be told to pay the cost through on line system or deposit the amount in the bank of the registry. All the procedures should be online for the purpose registry, with the Aadhar Card number feeded in it. The Registry Office should print the registry certificate and hand it to the owner of the property. The certificate should also be displayed online and be visible for all times to come. Further, as a pilot project the State Government should launch a campaign that all the parties in the state are registered and there is no outstanding payment of property tax by the citizens of the State. This will only rich the coffers of the state, which has been dented on account of the waiver of farm loans.

Heart burn over cadre reviews

These Cadre Reviews were at the instance of the specific recommendations of the 6th Central Pay Commissions recommendations of which were to be implemented with effect from 1st January, 2006. Unfortunately, all the Cadre Reviews were sanctioned and implemented prospectively denying the benefit to those who retired from their jobs in January, 2006 and thereafter. There is considerable heart burning for the officials so denied of the benefit of Cadre Review exercises. It would have involved bare minimum financial implications for the Govt of India yet it would have certainly generated great amount of goodwill for the Government. The Government may review its stand atleast now for which several representations are pending even now. It would also establish that the Govt is embedded to the Constitutional principles of Right to Equality as enshrined in Article 14 of the Constitution.

Information regarding TEP filed with the Investigation wing of Income Tax

The Complainant stated that he had sought information regarding a Tax Evasion Petition (TEP) filed by him on 23.04.2015 and satisfactory information was not provided to him, till date. It was further submitted that in respect of a matrimonial dispute being contested in the Court, he required the said information. The PIO informed that the DG (Inv.) is been included in the Second Schedule to RTI Act, 2005, to which RTI Act does not apply. The CIC held that the broad outcome of the investigation should be disclosed to the Complainant as soon as the investigation is completed.

Comments

The CIC has consistently held that the complainant has a right to know as to whether the information provided by him was found to be true or false.
