In the corridors of power names of possible contenders for the prestigious
post of CAG have already started to come in for discussion. Tenure of
present CAG S K Sharma is coming to an end in September. Sharma is former
1976 batch IAS officer of Bihar cadre.
Secretaries postings likely this week end
A reshuffle of Secretaries in GoI is on the cards. According to sources
half a dozen Secretaries are likely to be appointed by the end of this
month.

138 officers at DGM level transferred in SBI
The Corporate Office of State Bank of India (SBI) has affected the services
of as many as 138 officers at the level of Deputy General Managers (DGMs)
with their transfers and postings to the various places in the country.
Prahlad Sing appointed as first Controller General of Communication
Accounts
The Appointments Committee of Cabinet (ACC) has approved the name of
Prahlad Singh as first Controller General of Communication Accounts(CGCA)
of India. This is the only Apex level encadre post of IP&TAFS created
in the first cadre review of the service. Singh is 1980 batch of IP&TAFS.

NBCC ties up with Polish firm for adoption
of energy efficient technology (UPDATED)
NBCC has signed a Memorandum of Business Exploration (MOBE) with Bolix
SA of Poland for jointly promoting, developing and adopting External
Thermal Insulation and Composite Systems (ETICS) Solutions Technology
in construction of highly energy efficient green/smart buildings in
India. The agreement was signed in presence of Dr. Anoop Kumar Mittal,
CMD, NBCC and Gerald Kenneth Adams, Chairman, Bolix SA. The MOBE signing
ceremony was attended by senior officials from both the companies. The
MoBE between NBCC and Bolix shall facilitate import of ETICS technology
and its application in India and its neighbouring countries through
NBCC. The implementation of this technology shall also hugely support
the Government's ambitious schemes like Make in India, Housing for all
by 2022, Smart Cities, Skill India Programme, Swachh Bharat Abhiyan.
This partnership will help achieve medium to long terms goals set for
NBCC and green buildings initiatives of India.

Why is it called Civil Services Day ?
Civil Service Day held on 20th-21st April. Why is it called Civil Services
Day and not IAS day, when only talk is about work of IAS officers and
the award system is exclusively for them. Others can be allowed to do
their work in their offices when this whole exercise doesn't concern
them at all.

Transfer of RTI Application to several PIOs
A complaint was filed with the CIC alleging that the information
sought was not provided and the complainants RTI application
was transferred to several CPIOs who did not revert in a positive
way. The CIC advised the public authority to desist from these
kinds of practices which defeats the very purpose and motive of
the RTI Act.
Comments
It is a common practice in the headquarters of many organisations
to transfer the RTI applications received at their end to different
sub-ordinate offices carelessly. Such a blind redirection of the
RTI applications needs to be curbed as the same is not envisaged
under the Act.
