POLITICS

This is History (596)

There is true peace only when the weak are as safe as the strong, only when the poor can share the benefits of progress with the rich and only when those who cherish freedom can exercise freedom .

Why extension order of P K Sinha issued two months before ?

GoI has issued the one year extension order of P K Sinha, Cabinet Secretary. Now in the power gallery every body is eager to know that what prompted the govt to issue Cab Sec's extension order more than two months before? If experts are to be believed, such a quick move of the govt was aimed at not to give time to probable IAS officers to lobby for the post.

Alarmist Acerbic Party..

I'm taking my Coffee break at my fav Coffee Shop in CP and an old friend...a reformed Pseudo .....enters and joins me for Coffee.

Me: Poore reform ho gaye ho ke nahi...
Friend: Poora ...and the hard way ...kya brainwash kiya tha merra...and when reality struck me I was broken...I have to thank Modi for shaking me out of my stupidity ka stupor...
M: AAP ka safaaya in Delhi ...
F: Poore ka Poora.. .I had predicted ...early morning trends and Kejri would start going berserk and by noon he would erupt....it will take him a few days to peak....
M: Yup...he's gone bonkers on EVMs....he had no doubts on the very same EVMs..... when AAP did a clean sweep in Delhi...if BJP could fix elections..... it would have fixed the Delhi State election not the MCD one...BJP would have loved to win the Delhi State Election.....prestige...and AAP would have finished before it started ...
F: But I feel now there is going to be a rebellion in AAP ...after all for how long can Netas stay on a Ship that's sinking ...and the Captain is drilling holes in the bottom of the Ship...I think Kejri needs to see a Psychiatrist....he suffers from schizophrenia...
M: Makken on the other hand has taken responsibility for the loss and offered to resign...whereas it's what RaGa has made Congress into......is responsible for Congress's debacle after debacle...
F: I think Kejri realised some time back via Feedback... AAP was heading for an embarrassing defeat in MCD..so post Punjab and Goaembarrassments he kept the EVM issue alive ...its just a face saving ploy...and a very poor one!! And of course his schizophrenia makes him suspect everything ...
M: Some are questioning the Star campaigners BJP used for a MCD Poll..
F: I think BJP negated anti incumbency by dropping all its serving Corporators ...the BJP Delhi (local) Bigwigs were put in place and there was no infighting...the 'no ghoos' riot act was read to them... and the appointment of Yogi in UP and the way he's started enthused the Voter...
M: And there is no doubt that Modi and Amit Shah ...choose the right people pre and post election/results...sell BJP to the Voter effectively because there is a lot to show on ground ..and by the way ...if Congress can try to sell Congress to the Voter using a flop like Rahul...why can't BJP use a winner to sell BJP to the Voter.....
F: I'm sure this 'why use Modi' must be a crib by Presstitutes who are in a tizzy ...most have lost credibility and cushy jobs...professionally on the road...
M: And the joke doing the rounds is ...Congress and AAP went about Delhi asking the Voter to vote against Corruption ...and the Voter did just this and voted for BJP...

We have a good laugh...settle the tab and move out.

GST : Rectify glaring omission

Consequent on introduction of GST w.e.f. from July 2017, various services will come under tax net thereby raising their cost for the user. While the price level of basket of goods used by govt employees is accounted for in the CPI, so far there is no accounting mechanism to compensate for escalation of cost of services similiarly. The Finance Ministry should act timely to rectify this glaring omission if DA granted to central govt employees is really meant to be compensatory.

Railway officers want more and more

It seems railway officers want more and more. They have kept the railway ministry entirely to themselves. But they want to enter other ministries as equal ti=o IAS, although they failed to qualify for it.Of course it is a trend in India, that you dont think of what you deserve, but want the best. But these same officers would deny the same opportunity to their class II brethren , on the pretext that they are not equal. This is a general trend in India, where everyone wants to be equated to IAS/IFs ,without going through the tough competition. Well good luck to all !

S.Chatterje IAS (retd) former secretary to Govt Of India

Implementation of e-Office in all central Ministries/Departments

The Government is trying hard to ensure implementation of e-Office in all central Ministries/Departments in a time bound manner. They have been telling all the Ministries/Departments to set up help desk for smooth implementation like digitization of closed files, training, resolution of snags etc. They are also advising that these help desk should be manned by posting people on contract basis from the market. This is the biggest tragedy and wastage of government precious money. All the central Ministries/Departments have an infrastructure being manned by the NIC people to look into the e-Governance aspect. But, unfortunately none of these officials are proficient in e-Office. These officials throughout the day sit idle and have no work. Some of them work on part time basis in the market. These officials as a part of strategy say they are not aware about e-Office. On one hand NIC wants cadre restructuring and their Class I officials want to be treated as organized Group 'A' cadre but on the other hand their actions are against the decent behavior of civilized service. The MeiTY needs to look into this and ensure that all the officials of NIC are proficient on e-Office procedures. This can lead to faster implementation of paper less office all across the country, which in turn will benefit the citizens and the poor of the country.

Transfer of RTI Application to several PIOs

A complaint was filed with the CIC alleging that the information sought was not provided and the complainant’s RTI application was transferred to several CPIOs who did not revert in a positive way. The CIC advised the public authority to desist from these kinds of practices which defeats the very purpose and motive of the RTI Act.

Comments

It is a common practice in the headquarters of many organisations to transfer the RTI applications received at their end to different sub-ordinate offices carelessly. Such a blind redirection of the RTI applications needs to be curbed as the same is not envisaged under the Act.
