GST : Rectify glaring omission
Consequent on introduction of GST w.e.f. from July 2017, various services
will come under tax net thereby raising their cost for the user. While
the price level of basket of goods used by govt employees is accounted
for in the CPI, so far there is no accounting mechanism to compensate
for escalation of cost of services similiarly. The Finance Ministry
should act timely to rectify this glaring omission if DA granted to
central govt employees is really meant to be compensatory.

Railway officers want more and more
It seems railway officers want more and more. They have kept the railway
ministry entirely to themselves. But they want to enter other ministries
as equal ti=o IAS, although they failed to qualify for it.Of course
it is a trend in India, that you dont think of what you deserve, but
want the best.But these same officers would deny the same opportunity
to their class II brethren , on the pretext that they are not equal.
This is a general trend in India, where everyone wants to be equated
to IAS/IFs ,without going through the tough competition. Well good luck

Implementation of e-Office in all central Ministries/Departments
The Government is trying hard to ensure implementation of e-Office in
all central Ministries/Departments in a time bound manner. They have
been telling all the Ministries/Departments to set up help desk for
smooth implementation like digitization of closed files, training, resolution
of snags etc. They are also advising that these help desk should be
manned by posting people on contract basis from the market. This is
the biggest tragedy and wastage of government precious money. All the
central Ministries/Departments have an infrastructure being manned by
the NIC people to look into the e-Governance aspect. But, unfortunately
none of these officials are proficient in e-Office. These officials
throughout the day sit idle and have no work. Some of them work on part
time basis in the market. These officials as a part of strategy say
they are not aware about e-Office. On one hand NIC wants cadre restructuring
and their Class I officials want to be treated as organized Group 'A'
cadre but on the other hand their actions are against the decent behavior
of civilized service. The MeiTY needs to look into this and ensure that
all the officials of NIC are proficient on e-Office procedures. This
can lead to faster implementation of paper less office all across the
country, which in turn will benefit the citizens and the poor of the
country.

Transfer of RTI Application to several PIOs
A complaint was filed with the CIC alleging that the information
sought was not provided and the complainants RTI application
was transferred to several CPIOs who did not revert in a positive
way. The CIC advised the public authority to desist from these
kinds of practices which defeats the very purpose and motive of
the RTI Act.
Comments
It is a common practice in the headquarters of many organisations
to transfer the RTI applications received at their end to different
sub-ordinate offices carelessly. Such a blind redirection of the
RTI applications needs to be curbed as the same is not envisaged
under the Act.
